No washers of any kind should be used on golf cart battery terminals. They just add layers of possible corrosion, and they don't work anyway. The terminal posts are soft lead and will loosen on their own from the compression of the nut, that's why we tighten them once a month during the 15 minute maintenance routine.
As for neg-pos, I have yet to see an explanation why one would be better than another.
