Default Bombardier 1998 Classic E No Go Problem

To all you NEV Classic E experts - having a problem getting our vehicle to go - have installed new batteries, checked fuses, confirmed getting juice to motor. Suspect the problem could be one of the following - faulty handbrake switch (even though hand brake is off getting flashing handbrake red light on dash); or, could possibly be faulty throttle and/or brake switch. Is there any way to test these switches? Is there any way to to by-pass the switches? Does anyone have and idea as to cost if replacement is necessary? Any help/information you can provide would be very much appreciated. Thanks.
