OK, next step: I shorted the main solenoid's negative control terminal to batt-pack negative, and it actuated! With the jumper in place, both forward and reverse work when I press the pedal. According to my wiring diagram, this solenoid is controlled by the motor controller, so the controller doesn't seem to be activating it??

While testing this, I noticed that the other solenoid, the Dynamic Braking solenoid was activating/deactivating on its own. It appears to activate when I press the pedal, and deactivate by itself a second or two after I release the pedal. The control wire for this solenoid also goes directly to the motor controller, hence at least part of the motor controller is functioning!

What should I do next? Thanks!!
