Yes, definitely remove them. There is a dealer down the street from me that “refurbishes” carts and they put black seat covers on over the old ones. They also sell their carts for a premium price, but it feels very cheap to sit on the seat covers and feel the fabric sliding around on the old vinyl.

Plus they rot, crumble and make a difficult general mess should the new covers need to be replaced.
