With 23" road tires, 48V and a controller that doesn't limit motor RPM, you ought to be getting well over 30MPH with your current setup.
Mathematically, you would get 35.8 MPH on 23" tires with a 12.44:1 differential ratio, if you could spin the motor at 6,500 RPM.
