Its hard to see with that pic, but it looks as though the cable just came off the throttle shaft lever. Try to see if the cable will move by depressing the accelerator pedal, maybe with a long stick or a broom handle to see if the cable moves in and out by the carb . If it does move the cable isn't broken inside of the cable housing, and it may have just came off the lever, and needs to be reinstalled.
