This cart uses 36v in forward and half the pack of 18v in reverse.
I's likely you have a battery that is dropping out under load. It is not uncommon for a battery to show good voltage at rest and then dropped two or more volts under load if it has a bad cell.

Attach your meter to the battery pack and try to drive the cart. Let us know what the reading is with the cart at rest and when you try to go.
You can do the same test for individual batteries to isolate the problem battery if the first test shows a significant drop.
