Have you tried jumping the selinoid to check your starter? Take a wire and jump the to big posts that the battery hooks too.

If it clicks and the starter does not turn over, that means either there is a bad connection to the starter or your starter is shot. Then try jumping it while hitting it with a hammer as g3 said. Sometimes when the brushes are worn they tend to stick. This causes to starter to lock up.

If it does not click when the selinoid is jumped, then that means you have a bad selinoid.
