You are running an Excel controller with and IQ type harness, that is why you have an issue with the throttle range.

The "jumper box" You are referring to is part of the TPS to MCOR conversion Recall you heard about it.

The problem is that the Excel controller full throttle is about 4.7v, but the controller feeds the MCOR 5v (white wire).

The "converter box" installed in the Excel carts had a 453Ω resistor in each of the 3 wires going to the MCOR.

You can measure the resistance of the wires going in and out of that "jumper box", if You get approximately 453Ω in each wire, just make sure that white wire on the separate loom goes through the converter box as well before connecting to the MCOR.
