Measure the total pack voltage, and the measure the voltage across each battery. (No need to disconnect the cables- the volt meter will work fine with them connected)
This will help identify the source of the problem.
While you are poking around in the battery room, it wouldn't hurt to pop the caps and check your electrolyte levels.
