A very good way to check OBC was posted by SCOTTYB for check of 1997 Club Car OBC.
"The black wire coming out of charge recepticle has a fuse holder, open it up and connect a jumper from the end coming out of recepticle to the negative post on battery #6, or last one in series. Plug in the charger and if it comes on your OBC is most likely TOAST"
