Default 1983 36 volt club car charging fuse blew

I just got an old 83 club car, the old batteries were in bad shape. I just got done redoing it all last night, new batteries and cables. powered it up and it moves, but only by putting the pedal halfway or more down. So I thought either the speed switch is faulty or some solenoids. but today as I worked on it, I thought I would plug the charger in and charge it up. I didn't even have it plugged into the wall but put it into the cart and it blew the little fuse instantly.. so that's what brought me to this site. but looking through your diagrams and me being a newbie, I just realized even thought I took pics of the old batterys sequence, I hooked every battery in reverse order. Now my question is that why the slow speed, the not moving till the having the pedal fully depressed( also when pushing the pedal down slowly, I can hear, 1st click, no motion, 2nd click pedal further pushed, slight lunge, but no motion and 3rd click of the solenoid it would move)
and would that cause the fuse to blow instantly when plugging in the charger, that never even got plugged into the wall?
can the cart run on batteries that in reverse sequence order like that ?
