I do not beleive those speeds are slow enough to hurt anything. Mine is a SepEx (IQ) cart and I know they were specifically designed for people moves per se'.

And I have always been a proponent of upgraded cables as the stock cable are so weak and cheap. My fathers is a '96 CC DS "Series" style and I am assuming yours is too. As a early father's day gift I replaced his 6 awg with 2 awg heavy duty welding cable with copper lugs and heat-shrink sealed ends and he is still bragging about much more torque and throttle response he feels. His is bone stock other than that. (and you are making it more efficient with upgraded cables as you get less loss over length of travel - so more energy where you want it)

And if yours is original cables from '99, they probably need to be replaced anyway.....
