Yes with the resistor removed. Both large terminals will have power when pedal depressed (if the solenoid activates = closes)
And when the pedal is released (up) there will be 36 or 48 volts on the battery cable only.

Test a diode:
set the meter to continuity
apply the test leads to each end
You should see continuity one way and not the other.
Swap test leads end for end to one way or the other.
