I don't think the 1999 cart had speed codes. If it is a regen cart FNR toggle switch not a lever. You may have a dynamic brake solenoid failing. If so the coil on that solenoid is carrying the high amp load the solenoid should be carrying. The coil will get real hot and the cart will not have much power.
