Jumping or bypassing the solenoid only tells you the problem is in the control circuit. It tells nothing of the solenoid condition.
Is there 36 or 48 volts between the 2 small solenoid terminals when you try to go?
If no, the trouble is in the solenoid activation circuit. Since the pedal box is open see if there is power in and out of the pedal box micro switch when you try to go.
