Well if it's a 2000 model that is the charger for it. I don't know what kind you have. Can you post pictures?
It sounds as if your not getting a full charge on the batteries. The lights coming on doesn't mean a lot they have no draw on the pack just 2 of the batteries. Can you hook a voltmeter up to the batteries and run it to see what happens.
You said it's showing 36 volts that is a dead set of batteries in a golfcart. They need to be around 40ish for a fully charged pack.
I'd bet your batteries are dead.
