If the bullet fuse was blown it should not work at all because it would not close in the relay on the charger. If that is an OBC cart, someone may have converted it way back when. Hard to say(?)

The OBC does control the charge algorithm for the Powerdrive Charger. There could be a problem within the OBC itself.
1- What is the Pack voltage when you observe it being hot while charging?
2- Is it a Powedrive Charger?
3- What is the carts Serial #?
4- Can you post a pic of the charger and the batteries?
