It has happened to me also. If someone bids on something and then decides that they don't want it a lot of times they will create a bogus account to out bid themselves to where there account with all of the good feedback doesn't have anything bad like a non payment showing under it. Also people just like playing and creating a new accounts and putting in a really high first automatic bid to where no one else can buy the item and then they don't pay for it either. This means the seller is still paying all of the listing fee's....
