Often charger problems are actually battery problems. Charger needs to see a minimum voltage to come on.
For anyone to help troubleshoot they will need to know the drive system in the cart and battery details. What brand etc. A picture of under the seat would help. Answer the question in post#3 please.
You will need a digital multi-meter (volt meter). If you have one make sure the battery in it is fresh.
I hate to say this but in my area if the seller says "batteries are fairly new" that is code for wore out but good enough to run the cart for at least 10-20 minutes.
