Practically all dc motors will run fine on as much as double voltage. As long as you don't run the duty cycle way up you'll be fine. I regularly run 90 volt dc motors on 180 volt controllers. The motor really only takes as much amperage as it needs for the load. And the amperage is what really causes the heat. I wouldn't hesitate to run it on 16v.
