My 1996 does the same and charges at 25 plus amps for the first few hours of charging and then starts to cut back until its down to "0". Is your charger an automatic shut down unit or a timed type. Your used batterys may be part of your problem? I see that you have good total pack voltage but what did you get for each battery? If there is a variation you may have one or more bad cells? I would do a hydrometer test with a SINGLE FLOAT TEMPERATURE CORRECTING unit. NOT ONE OF THE ANTIFREEZE MULTY BALL UNITS.
I would allow your charger to completly charge pack AFTER testing and see if ALL Batterys come up to full charge 1.277 at 80d on hydrometer.
I dont like the extension cord as it puts more load on charger and can damage it over a period of time. I use a 25 ft 10 guage 3 wire cord connected to a 20 amp outlet.
