If set to "airport mode", it could have been 8mph top speed. It could well have been set at 11. You can get it reprogrammed to 19.5 mph with stock tires & wheels. Programming up to 14.5 can be done with the handheld programmer, speeds between 14.5 & 19.5 are unlocked with the passkey (which costs money).
