Default 2003 EZGO TXT 36V SLOW 5 mph

Please help. I purchased a 2003 EZGO 36V cart from a coworker and need some help troubleshooting a slow speed issue. Previous owner had an issue with the forward/reverse mechanism which apparently caught fire. He took the cart to a shop and they replaced the forward/reverse assembly. Cart only goes 5 mph on flat ground in forward and reverse. Battery pack voltage is 38.2. Tested individual batteries while under load and all are good. Replaced solenoid since old one smelled burnt. Voltage on both sides of solenoid are same as battery pack voltage or within .3 volts. Here is where I’m completely stumped... voltage when measuring at M- and B+ while depressing pedal is around 200 volts. How is this possible and what am I doing wrong?
