That is indeed your snubber.
When you are driving and the front and rear suspensions are doing their job the engine tray will move up and down as a result of the suspension action. The snubber allows the tray to move upward a certain amount before stopping it and not allowing it to move anymore. Since the snubber is made of flexible rubber it will gently stop the upward motion without a hard thump or clunk and the rubber will also also absorb vibrations as well.
If you look in the picture of your snubber you can see that it is cracked. Those cracks may be allowing the snubber to flatten out too much and in turn the engine tray could be rising too much and resulting in broken plug boots.
