8.5/8.7 is OK but 6.37 is very bad. This would cause your symptoms. Have you tried a balanced charge? When the charger has finished charging and switched off pull the connector to the cart and then plug it back in. The charge will start again (this time shorter than the original charge) and it will attempt to get all the batteries up to the same level.
It won't solve the problem completely but it might help.
