Any movement of the tie rod that does not follow through to the spindle it is connected to is considered "play." This is not a good thing, and it is what causes "looseness" in the front end - when you turn the wheel the tie rod and the spindle it is connected to should move as one, which will make a front end feel nice and "tight."
