Definetely time for new tools, but a little trick is to tightly wrap the part you want to cut with electrical tape, or heat shrink then cut through the tape/ heat shrink with a sharp pair of cutters then remove the covering from the wire. Sometimes I solder the ends after to keep them from fraying. Hope that helps, I just figured it's a lot better than using a coat hanger which doesn't allow flex on return to idle which causes a delay in returning to a smooth idle.
