1984 Yamaha G1 won't turn over

Last summer when I parked my golf cart it ran fine. But this year when I went to get it out I put the key in reverse but no backup alarm and it wont turn over. Tried in forward and still no turn over. I checked the battery and it shows 12.4 volts also checked both solenoids and they show 12.4 volts. Had the starter checked by a shop and it too was ok. Checked the voltage at the starter and again 12.4 volts. Put in a new key switch and also checked the pedal stop switch which was good. I still cannot find the problem. Any suggestions?

12.4 is to low. charge and load test the battery. Fully charged it should be 12.6

inspect clean or replace the high voltage cables, from starter to solenoids and to battery. these are a know area for voltage drop.

in fact do this to all connections on the cart, they are now over 30 years old

Ok I'll try that next. I have checked all the fuses and they are ok. I did try jumping from a fully charged battery last week and that did nothing. But I'll try changing batteries. It baffles me that when I turn the key in reverse that my back up alarm will not operate. I have checked and wiggled the wires to see if one could be broken and nothing.
