Tuning 94c ribbed clutch vtwin 18hp

Could someone help me tune this clutch? I have converted a gem cart which weighs more than a golf cart. I have 18hp Honda vtwin engine. It idles at 1450 rpm and max torque is at 2500 rpm. It has a black spring and 9 pucks. There are three dif size pucks in it now. One has no metal insert the other two has metal insert. One with small hole and other with larger hole. Right now it takes forever to get to top speed and never puts load on engine.
Thanks Ed

I don't know the pucks and spring, but can tell you the pucks need to be balanced around the clutch far as weight. You need more weight in them or a weaker spring to make it shift faster. That is weaker spring not shorter, shorter will make it engage at lower rpm but not change shifting much.

Here is a chart I found, find parts to move you to lower rpm, but remember that is engagement rpm not necessarily shift rpm. Look at the second chart try to get a spring with lower tension to shift at lower rpm....or try to find a chart showing shift rpm. Maybe a pink spring?
