yamaha g16 1999 having problems
 

I recently bought a 1999 yamaha golf cart and i took it out over the weekend through the woods i notice it still has the governor still on it can some one help me and tell me how to disable it! also i had a problem with it when i spray the mud off the engine it wouldnt start for about 10 mins or if i went through a mud puddle it wouldnt start does any know what the problem is and how to fix it

so nobody out here knows about yamaha's i take it i know i am new to the whole golf cart bussiness and everything but i would appreciate some help
