The carburetor is spring loaded wide open. The throttle cable pulls it shut with tension. The throttle cable itself should slide freely through a slot on the throttle lever. Stepping on the pedal makes the cable get longer, and the carburetor opens itself.

Here is how you fix it: Go to the junk drawer in your kitchen. Find a dried up ink pen with a click button, and remove the spring. Remove the ferrule from the end of the throttle cable, and then slide the spring onto the cable. Squish it tight with the ferule. You will need to adjust it for a happy medium. The throttle should still open all the way, but it shouldn't move until after the solenoid clicks.

That will cure the backfiring, and the throttle response issue.
My carburetor pictures are missing, so I will find a thread where I have posted them before, and then come back to edit this one.

EDIT: Posts 11, and 12. It's the second page on my computer. http://www.buggiesgonewild.com/gas-e...cerlation.html

You can use this manual for most of your cart.
