Motor sounds like it's spinning but cart wont move
 
I put new batteries in cart i press pedal and motor sounds as though its just spinning and doesn't go anywhere

Sounds like a stripped brake drum spline.

How can i check to see if this is the problem? a little back round i had cart on trailer strap broke, and back of cart fell off trailer, the brakes were on and it was probably dragged about 8 feet. (left a skid mark).

Jack the rear of the cart up and put on jack stands, press the throttle and see if the wheels turn, Do not run the cart fast just enough to determine the wheels spin when throttle applied.
If the wheels spin it's likely the brake drum to axle spline.

Jack your cart up so the rear tires are off the ground so it can't take off on you, it has happen when checking for this. and you have to be able to see the castle nut that holds the brake drum on the axle. have some push the go pedal easy just for a second.--NOT-- to the floor, look on each side at the nut and see if the nut is spinning, if it is the brake hub is striped, remove that hub clean the axle real good install a new brake hub and torque it to 140# do not back off the nut to put the pin in the axle tighten a little more till the pin goes in.--sounds like this is your problem
