checked motor ok.replaced controller tested fine at flight systems new batteries sol transfers voltage ok .will obc keep system from running if malfunctioning?? checked cables ok.

Yes, it could be the charger interlock circuit...

As jake said. Try bypassing the OBC and see if that does anything.
