36v 84 club car barely moves.
 
Resistor cart
So far I have replaced.
All new batteries
New cables and wires
5 new solenoids
New forward reverse switch
Replaced all micro switches on the forward and reverse switch. and in the speed control box

I was driving the cart and stopped at a stop sign and it had little to no power after taking back off. So I have replaced essentially
Everything but the motor.
Each battery is at 6.3 volts
Pack reading is 38.2 at charger port.
I'm at a complete loss here. Any help would be appreciated.

Can you put a meter on the pack and watch it as you try to go? What is the voltage at rest and when you try to go and the cart is barely moving?

At rest is 38.2
Tires spinning on jack stands is roughly 36.5

No load in the air, we need on the ground readings.

Are all 5 solenoids clicking as you press the gas?

Roughly 35.4 moving on the ground
Now 37.5 at rest. I can only hear 4 solenoids clicking but I can't tell if the master and the second one are clicking at the same time

Not great on the batteries but not completely failing?
Put the wheels back up in the air and see if you press the pedal slowly - does each click result in a faster speed?

In the air the wheels wont move with the pedal down all the way unless I start them by hand. Also they won't start spinning until the 3rd click and get slightly faster on the 4th

Well I guess now that I think about it before I swapped the solenoids out I could distinctly hear five clicks but now I only hear four.
